Program Overview!

The Ukraine: Relief, Resilience, Recovery program is offering funding to civil society organizations (CSOs) and independent media in Ukraine. Managed by The German Marshall Fund of the United States (GMF), this initiative provides grants of up to $25,000 to help organizations and media outlets continue their essential work despite ongoing security and humanitarian challenges. Funding is available across five key areas, including emergency relief, capacity building, media support, and educational projects.

If you are part of a nonprofit organization, media house, or youth initiative in Ukraine, this is an opportunity to secure funding for your critical mission. Applications are reviewed on an ongoing basis, so don’t wait to submit your proposal!

  • Prepare your project proposal using the official GMF forms (available in English and Ukrainian)

Funding Categories & Focus Areas

1. Emergency Support (Up to $25,000, 3–12 months)

  • Who can apply? Civic activists, media professionals, and their families
  • What’s covered?
    • Social, legal, and mental health services
    • Relocation support within Ukraine or to Moldova, Romania, Poland, etc.
    • Temporary accommodation and transportation costs

2. Recovery & Capacity Building for CSOs (Up to $25,000, 3–12 months)

  • Who can apply? Civil society organizations needing operational support
  • What’s covered?
    • Digitalization support (new equipment, data storage systems)
    • Mental health services for staff and volunteers
    • Legal assistance for human rights cases
    • Operational costs (salaries, office rent, utilities)
    • Emergency training (data security, first aid)

3. Support for CSOs in De-Occupied Territories (Up to $25,000, 3–12 months)

  • Who can apply? Organizations working in newly liberated areas
  • What’s covered?
    • Restoration of access to administrative & social services
    • Support for displaced persons (legal, psychological, and social services)
    • Institutional support (office rent, utilities, salaries)
    • Educational training on war zone safety and landmine awareness

4. Media Support (Up to $25,000, 3–12 months)

  • Who can apply? Independent media organizations and journalists
  • What’s covered?
    • Core funding (salaries, rent, equipment)
    • Content creation (fact-checking, investigative journalism)
    • Combatting misinformation (exposing propaganda networks)
    • Journalist safety training and psychological support

5. Support for Educational & Youth Initiatives (Up to $25,000, 3–12 months)

  • Who can apply? Youth organizations, education-based CSOs

    • Projects promoting national memory & identity
    • Development of local & state-level recovery strategies
